Study on the Construction of Three-dimensional Risk Identification Model of Public Service Outsourcing in China
Public service is a civil conduct, using the government agency as the employer and contracting the transactional and technical public services to the market or society players.In essence, it is a conduct of introducing competition mechanism into the public sphere.The risk of public service outsourcing will not only cause some economic losses, but also to a greater extent will harm the public interest, reducing the credibility of the government.Risk identification model is built to better identify the risks, as well as their types, sizes and nature.The aim of this study is to achieve comprehensive risk identification through the construction of the risk identification management model of public service outsourcing, thereby contributing to a systematic risk assessment, dynamic risk monitoring and scientific risk management.This study focuses on the design of the three-dimensional risk identification model of public service outsourcing.The model involves three dimensions, which are of how to divide the risk axes, how to locate the risk points and how to integrate the risk elements.Then, through the three angles of demonstrations to the three dimensions of the model, the science of the model can be proved and finally the conclusions of this study has been conducted.
