Research on the Participation Subjects in the Public Crisis Management from the Perspective of Collaborative Governance in China
The abruptness and destructiveness of public crisis requires to mobilize the widest social forces and resources, therefore it is high time to govern and dispose the public crisis through collaborative govemance.This article explains the concept of collaborative governance of public crisis, elaborates its contents and takes the 7·23 Wenzhou High-speed Train Collision as a case to study the cooperation among participation subjects of governments, mass media and the public.From the perspective of collaborative governance, these participation subjects activities represent that there is a strong sense of subjective participation, long participation cycle and various participation channels in the process of collaborative governance on public crisis.Finally, this article points out that in contemporary China, there has formed a kind of mechanism that participation subjects manage public crisis collaboratively.
