Seeking for Governance:A Case Study of HIV/AIDS Programs in Ruili City,China

  Governance is a contemporary western notion, which this paper applies to examining interactions between strong state and growing society in China.A case-study, qualitative method is employed to analyze three HIV/AIDS programs in Ruili City, Yunnan Province that involved citizens and organizations from and beyond government.Secondary data are scrutinized in a framework of five steps.The study identifies the existence of institutions and actors beyond government in tackling policy issues, their shared yet limited responsibilities, and power dependence in their relationships.A lack of autonomous, self-governing networks of actors and a heavy dependence on government power in program implementation are two challenges for China on its way towards governance.This paper concludes that China is experiencing a transition of governing style from government to governance.
