Urban Governance in India:Bangalore One as a Role Model
The world is witnessing increasing urbanisation and growing importance of cities in national economy and development.With urbanisation, conventional methods of governing the city.with top down approaches have proved to be restrictive and inadequate.There has been an increasing demand for avenues for participation, to increase transparency, modernize administration, improve service delivery, etc..The need to adopt new systems and methods of governing the cities that are inclusive and facilitate active and effective participation of stakeholders is being increasingly realised.There is also a realisation that the existing capacity of the urban local bodies is limited and need to be substantially and systematically enhanced.Good urban governance is characterised by several criteria viz., sustainability, subsidiarity of authority and resources, equity of access to decision centres, efficient delivery of services and promotion of local development, transparency and accountability, civic engagement and citizenship, security of people and the environment to avoid conflict, crime, and disasters.Good urban governance initiatives in India may be categorised into three types-state level good governance reform initiatives, state level urban sector reform initiatives and reforms implemented by the local governments on their own.This article focuses primarily on Bangalore One, a pioneering E-governance initiative of the Municipal Corporation of Bangalore, the capital city of South Indian state of Karnataka.Through this project, the city corporation offers a wide range of civic services to people at their neighbourhoods online.Certificates, permits and other corporation records are issued in no time at Bangalore One eentres, which also collect taxes and public utility bills.
