Reflections on the Effects of Public Sector Consultancy in South Africa
This article notes the effects of public sector consultancy, using the case of the South African public service since the inception of the new democracy in 1994.In the current environment, partnership between the private and public sectors has become important in driving South Africa towards its development goals.To optimise the value of this partnership, public service is obliged to avail control measures to get the best value for money by using advisory bodies such as the Auditor General (AG) and others.Currently, there are contestations on whether government should reduce consultancy work or apply stringent control measures on supply chain in the South African public.Attention is drawn to those areas where the use of consultants duplicates existing costs incurred, and where value for money spent on consultancy services was not secured.Consultancy on procurement of public goods and service emanates from public service reforms in South Africa, with a combination of the Neoliberal approach and the principles of New Public Management (NPM).The environment in which the government is transforming and operates is constantly impacted by knowledge expansion, global, regional and local factors.While government agencies are reducing the size and the cost of the public service work, the growth in South Africa consulting corresponds with an increase in public personnel expenditures.This article will mainly focus on the context of public consultancy, the effects of public consultancy, implications for service delivery and the way forward.The outcome of these deliberations will contribute towards improvement on good practices on the performance of consultancy in the public sector.
