Government Process Reengineering in China

  China has undergone rapid economic development since the reform and open-up policy has been implemented in 1978.However administrative reform does not keep up with the pace of economic system reform in China.Traditional bureaucratic procedures and government process which are not market-oriented and customer-oriented hinder the efficiency and performances of government departments to some extent.Thus there is an urgent need to reengineer the process to improve government performance.Accompanied by the development of New Public Management Theory Movement, process reengineering becomes the core content of government reengineering strategy in western countries.Furthermore, with the coming of information era, the deepening of administrative system reform and the construction of service-oriented government in China, process reengineering becomes one of the most important aspects of administrative system reform in China in recent years.Some local governments in China have attempted to apply the theory and method of Business Process Reengineering in government process management.However, the practice is also faced with some difficulties and challenges, which draw the attention of scholars to further explore the issue of governments public service process reengineering.In this article, the authors analyze the public demand and feasibility of government process reengineering in China, study the status quo, characteristics and the practice of government process reengineering in China by analyzing the case of Shanghai Xuhui District, and make some suggestions on the further development of government process reengineering in China.
