On the Innovation Mechanism of Social Stability Risk Assessment for Major Policy Decisions of Local Government in China

　　The assessment system of social stability risk of major policy decisions has been established in all over China in recent years.This is an important step for Chinese local governments to make the innovation of social management and improve the decision making mechanism.What the local governments have done has promoted the transformation of maintaining stability models from the temporary model to permanent models.Being a system innovation for local governments to make policy decisions more scientific, democratic and legal, some deficiencies of supervision, publicity and public participation systems have been found out in the system mechanism of social stability risk assessment according to the implementation effect.Meanwhile, the qualification systems of professional evaluators in assessment agencies should be also set up as soon as possible in order to further improve the mechanism of social stability risk assessment for major policy decisions.
