Chinese Governmental Function Transformation to Promote Ecological Progress

摘要：

　　Ecological Progress and environmental protection have become administration priority of Chinese government, the complexity and the serious situation of Chinas ecological problem need the government to execute the ecological function more effectively.The ecological function is complementary with economic, political, cultural and social functions.However, some local governments in China pursue economic growth at the cost of the environment and ecology, which misinterprets the concept of political achievement.Chinese government should be proactive in performing the ecological and environmental functions to handle the relationship between economic development and ecological progress, and to build a new view of political achievement giving priority to ecological progress, strengthening administrative accountability system, perfecting the legal system of ecology and paying attention to the legalized system of government ecological environment.
