Innovations in Police Organisation in India:A Study of Two Police Commissionerates

  The rapidly changing Indian society mandates police organization to be reshaped in accordance with social needs.Despite this there was hardly any attempt made by the governments to reform the system.Yet, last two decades have witnessed a range of innovations in policing.Among them community policing has been observed as one of the widely diffused innovations.According to the diffusion of innovation theory (DIT) it is very important to create a conducive organizational environment to institutionalize the innovation.In this paper community policing is presented as an innovation and tried to conceptualize DIT in Indian police organisation context.Further, the paper tried to explore the factors determining the diffusion of innovation in Indian policing.For this purpose, Cyberabad and Trichy Police Commissionerates of Andhra Pradesh and Tamilnadu states of India were selected and its diffusion and adoption processes of community policing are sequentially analyzed.Study observed that Community policing initiative in Cyberabad is unsuccessful because the management has largely treated it as functional aspect.Contrarily, management in Trichy has made structural and philosophical adjustments before institutionalizing the innovation which consequently received success.Study found that the success of diffusion of innovation in policing is largely determined by leadership style and structure.Study established that a clear understanding and training of personnel on community policing philosophy is pertinent for diffusing the innovation particularly at middle and lower level staff.Finally, the paper argues that implementers of community policing should endeavor to preserve the managerial philosophy of trust and institutionalize accordingly.
