The Effect of Public Sector Bureucracy on Organization Innovation--A Case of the Kenyan Education Sector

  The education sector is an important contributor to the development of any national economy, both directly and indirectly.Despite the rapid changes occurring in the world market due to the dynamics of globalization and the influence of information and technology, most education systems in Africa have continued to operate in a closed and highly bureaucratized structure.This is seen as inhibitory to the production of learning outcomes granting high adaptability and innovativeness required to excel in the unpredictable 21 st century environment.A deconstruction of the bureaucratic structure of the education sector in Kenya is undertaken to show its fundamental incompetence in graduating persons well equipped to muster their environments productively.A reconstruction proposes the development of learning schools to capture the benefits of innovation as well as bridge existing gaps between education outlay and learning outcomes.This, it is advanced, would form a solid foundation on which future developments in the country could be relied on.
