Promoting Internal Socio-economic Development:Governance of Redistributive Land Reform(RDLR)Measures in Andhra Pradesh:A Study
The arguments put forward in this paper have been organized into four broad sections.The first section consists of a few observations, opinions and explanations related to continuation of RDLR measures, as an alternative policy package aimed at achieving socio-economic equity in rural Andhra Pradesh even in the context of market oriented reforms and globalization.This section, in other words, is a theoretical justification to take up RDLR measures as a rural poverty alleviation policy in complementary to LPG Policies.The second section consists of a brief explanation on socio-political background of first two rounds of land reforms policy and implementation of land reform measures from 1950-85 and their general impact on rural society with a sub-section on policy guide lines, to evolve alternative land reform policy frame work.The third section deals with the status of implementation of present/round of land distribution programme i.e.third round of land reform programmes in five phases from 2005-2010 and its consequential effects.The concluding observations related to the analysis have been described in the fourth section.
