Patterns of Interorganizational Collaboration in the Natural Disaster Response in China:A Case Study on Organizational Response Network of the Yaan Earthquake in 2013

  The great success of the response to the Wenchuan Earthquake in 2008 set a potential pattern for the natural disaster response in China.What is the current situation of the interorganizational collaboration in the response to the Yaan Earthquake in 2013? Is the potential pattern formalized? Does the interorganizational network become more collaborative? This paper uses a case study on the interorganizational network in the response to the Yaan Earthquake to answer this question in the context of comparison with the Wenchuan Earthquake.This paper finds that nonprofit organizations have grown to be a major role, even though they do not have a close link with governmental agencies.A race pattern exists between them in the early stage of the response.Shaped by the unique political structure of China, the pattern of two command headquarters will be followed as a rule with limited progress in collaboration between administrative agencies and military units.Private firms are not yet a significant role in the response network, but intemet technology companies, especially the social media, displayed a strong potential to contribute to interorganizational collaboration in natural disaster response in the future.
