Optimization of the Allocation for Science and Technology Policy Resources

摘要：

　　By defining the resources of science and technology policy and its optimization, this paper described research status of science and technology policy of resource allocation, discussed the basic dimensions and restricting factors of policy of science and technology resources allocation, and put forward three basic principles for science and technology policy of resource allocation, that is the maximum of the participation of subject configuration, the maximum of the public interests of the results of configuration and the minimum of the social cost of the results of configuration.
