The Predicament and Countermeasure of Citizen Participation in Public Policy Implementation

　　Public policy process includes the formulation and implementation of public policy while its effects of the public policy implementation determines whether public policy objective is achieved.With the development of modem democratic society, it is becoming particularly necessary that citizens participation in implementation of public policy should be attended.Leading the citizen into the policy implementation system will help to improve the performance of public policy implementation and safeguard civil rights as well.By analyzing the background and practical significance during the implementation of citizens participation in public policy, it is assumed that problems existing in implementation of citizens participation in public policy will be summarized and the main constraining factors cau.sing the plight of citizens participation in the public policy implementation will also be found to finally put forward the relevant countermeasures.
