Application of Information and Communication Technology and Right to Service Act with Special Reference to the Indian State of Punjab
Patterned on the philosophy of Citizen Charter, Right to Service Acts in India have empowered citizens to get time-bound delivery of public services.The Acts are projected as effective instrument to strengthen good governance by promoting accountability, transparency and mitigating corruption.The Indian State Punjab enacted an Act, namely, Punjab Right to Service Act on October 20, 2011 to ensure time bound delivery of services.Punjab government has also made attempts to improve the delivery of public services by using ICT.The study has found that the use of ICT has facilitated the timely delivery of public services notified under the Act and has enhanced citizens satisfaction.With a view to make the application of ICT more effective for delivering services it is essential to improve considerably the e-readiness of the Government Departments by upgrading the physical infrastructure relating to ICT; Capacity building of the employees by undertaking regular training programmes for the staff about the application of ICT; Reducing the digital divide between the urban and rural areas; organizing citizen awareness campaigns about the provisions of the Act and use of ICT; etc.
