A Study of the Rationality of Land-deprived Farmer Resettlement under the Background of Urbanization in China
Urbanization should never be a process of mass-demolishing and mass-construction against the will of the farmers.It should never be a low-price land transfer in acompulsive and predatory way.While the assets owned by the farmers, including their land and houses, become part of the urban community, the public services and benefits enjoyed by the farmers in the respects of education, health care, employment, social insurance and the like should be brought in line with those enjoyed by the urban residents.In other words, a real urban-rural integration should be realized.This paper discusses the rationality the resettlement of the land-deprived farmers in the process of urbanization and analyzes the poverty risk of farmer relocation.Finally, some proposals are offered to improve the policies about the resettlement of land-deprived farmers.
