Thailand Decentralization Movements
Thailands decentralization movements have been developed by the central government.The movements can be divided into 3 periods as follows: First: Before the bureaucratic reform of King Rama 5th Second: After the reform up and until the 1997 constitution.Third: After the 1997 constitution.Although Thailand has tried to develop decentralization movements, it cannot reach the ideological goal.which is delivering of administrative power to people for self governance.This power continues to be held by the elite groups in the central government.This study presents the details of unsuccessful decentralization movements and the causes for their failures.It will furthermore propose an innovative idea to promote decentralization through the concept of Provincial Self-Governance, aiming to promote and foster citizen engagement instead of people participating in local administrations.It argues that participation is insufficient; often participation enhanced central control rather decentralizing.This paper proposes to adopt civic engagement in the Provincial SelfGovernance movement.That is, we need to move beyond people are being mobilized to participate, to recognize and promote the right of people to define public goods, therefore people are actively and meaningfully participating in decision making, and the sense of personal responsibility individuals should feel to uphold their obligations.
