Unique or Generic CEO? An Examination of the Transferability of Leadership Skills and Characteristics between Public and Private Sector Organizations
Between-sector movement of appointed and elected officials in the highest levels of public bureaucracies and CEOs in industry is becoming a growing phenomenon.Are we witnessing a (re)newed definition of leadership involving the transference of skills across organizational settings and culture? Examining this trend not only can inform our knowledge of the commonality of leader skills and characteristics, but the differences in organizational core values, which underpin the uniqueness of leadership in each sector.This paper first examines streams of thought which distinguish core values of public service and industry.Based on the analyses of biographical and case study documents of leaders in each sector and a survey on leader perspectives on leader attributes, the authors then discern which attributes are transferable and discuss implications of the findings.
