On Training the Key Quality of Civil Servants

　　In any country, the public management service, after all, is achieved by the people—the civil servants.Civil servants are the most active factor in the organ, they perform a public function in accordance with the law, and they play an important role in the maintenance of social order and the interests of the masses.It can be said that it depends largely on the quality and capacity of civil servants whether the creation of modern civilization organs can be successful or unsuccessful.The quality and ability of civil servants has faced challenge with new changes brought by social development.Improving the quality of the civil servants is particularly urgent in this situation.And the key qualities are respecting human rights, administration under rule of law, and emergency management.This paper describes the reasons why its urgent to upgrade the quality and how to enhance these qualities.
