Study on Bureaucracys Democratization
Bureaucracys democratization requires that subordinate-bureaucrats should directly .participate in public affairs decision making, which is a supplement to representative democracy and the yardstick of democratic administration.Its theoretical basis originates from two perspectives, one is political philosophy, and the other is postmodem context.The former displays the inherent demands of the embodiment of peoples subjectivity and popular sovereignty principle as a direct democracy model.The latter embodies authority dissolved, rationality and efficiency deconstructed, and integrity and consensus collapsed, which offers the legal justification for bureaucracys democratization.It is of great significance to bureaucratic organizations in promoting employees development, resolving employees dissatisfaction and reducing the sense of alienation between the superiors and the subordinates, raising management efficiency and effectiveness, and restricting leaders abuse of power.It also benefits the society in providing a demonstration effect of democratic decision-making for the private sector, and bridging the trust gap between government and citizens through street-level bureaucrats correct expression of citizens interest.Bureaucracys democratization can be affected by leaders political strategies, such as information monopoly, the excuse of cost saving, and alternative reform mode; by leaders self-awareness, such as wisdom, ability and role; by environment factors, such as organizations conservativeness and defensive centralization caused by uncertainty, and stakeholders obstruction.In order to pursue bureaucracys democratization, we should reduce management levels to flatten the organizations, carry out teams self-management and empowerment to realize the transfer of power, and strengthen leaders consciousness of democracy to reinvent their value judgment.
