The Unified Household Registration Administration from the Perspective of Equity Theory
Equity theory suggests that the peoples motivation in work is not only related to the reward per se, but also more closely related to the equity of distribution of pay.People will consciously or unconsciously compare what they put into and what they get with what other people get previously and determine whether equity is achieved.Equity is directly related to peoples motivation and performance in work.In China, household registration reform is.the transformation from the dual household registration administration system to the unified household registration administration system. It is, in essence, the transformation of identity of farmers from rural to urban household.Giving up the rural household, farmers also give up contracted field, woodland and house sites. The urban household identity gives farmers access to the welfare bound up with it.According to equity theo~, it is unfair if the benefit farmers get is more than or less than the benefit they enjoyed before, while it is fair if the benefits they get after giving up their rural household identity equals the benefit they enjoyed before. When comparing the different benefits resulting from the implementation of household registration reform, farmers, in response, may act in varied ways. The Chinese government may introduce proper incentives according to the result of the comparison so as to encourage farmers to play an active role in household administration reform.
