On Building up the Public Administration Performance-based Evaluation System in Chinese Industrial Parks

摘要：

　　Development is the general trend put forward by Chairman Mao1, Development is all that matters proposed by Chairman Deng2, Development is the top priority put forward by Chairman Jtang3, and the Scientific Outlook on Development proposed by Chairman Hu4 prove that development is the thought that has been maintaincd through continuation and development by several generations of central collective leadership of the Communist Party of China (CPC).It enriches the theory of socialism construction with the thought of times and has become the theoretical guidance.According to the Interim Regulations on Evaluation of Leading Cadres of the Party and Government, the performance-based evaluation can be implemented from five aspects, namely morality, ability, diligence, accomplishment, and incorruptness.Among all these, accomplishment (political achievement) is the most important one.
