A Brief Analysis on the Basic Characters ofQuantum Information Ecological Public Administration Theory

　　Nowadays as knowledge economy develops swiftly and violently, humanity hypotheses such as tool man, biological person, rational economic man, social man, self-realization person, moral man and cultural person etc.in Humanity Hypothesis Jungle have been unable to meet the needs of the new century, which is the world of information era, network society, virtual world, Smarter Planet, ecological civilization and the global village.Humanity Hypothesis coming into being will be Quantum Information Complex Holographic Person (QICHP)—Giant Complex Adaptive Intelligent Systems (GCAIS).Similarly, various theories in Administration Theory Jungle, such as Scientific Administration Theory, X-Y Theory, Z-theory, Administration Grid Theory and empiricism administration theory etc..will also be things of the past.Public administration theory compatible with (QICHP)—Quantum Information Ecology Public Administration Theory (short for QIEPAT) now has been consequently developed.The theoretical basis of QIEPAT is complex systems theory, quantum mechanics, information theory, holographic theory, ecological systems theory, genetic science and thinking science and so on.Public Administration can be divided into three major categories: Hard Public Administration, Soft Public Administration and Clever Public Administration.It can also be divided into five layers: Littoscopic public administration, microscopic public administration, macroscopic public administration, cosmoscopic public administration and bulgoscopic public administration.Compared with Administration Theory Jungle, QIEPAT has 10 significant differences, namely, humanity hypothesis, individual-based model, philosophical foundation, the principle of subject and object, value orientation, time-space characteristic, degree of freedom, the laws of nature abided by, theoretical basis and scope of application.QIEPAT has 10 features: Equivalency of subject and object relations, informativeness of expression form, quantum nature of interaction, instantaneity and holoscopicity of state, fractal character of morphology and structure, distribution comprehensiveness of utility, sustainability of ecological civilization, collaborative innovation of elements, emergent character of the system as a whole and life happiness during administration process.
