The Practice and Trend of Super-ministries Reform in China

  The super-ministries reform (SMR) is the overall direction of current restructurings of government administration (RGA) in China.Compared with foreign practice, there present not only generalities, but also Chinese characteristics.Ever since the Report of the 17th National Congress of CPC proposed to explore and implement super-ministries system with integrated functions, central and local governments have carried out a large variety of SMR and made certain achievements, including carrying forward the reform steadily, integrating super-ministries functions scientifically, dividing powers properly, perfecting communicative and coordinative mechanism, making a rational distinction between central and local powers, putting the supporting work into reality and striving to build a unified, efficient, compact and cost-efficient service-oriented government.
