Study on the Synergetic Modes of Public Service Delivery--Based on the Hybrid and Interaction of Hierarchy,Market and Network

摘要：

　　The delivery modes of public service have gone through the historical evolution from the hierarchical mode, network mode to market mode.However, since the 1990s, due to the development of globalization, the world interacts so frequently that it makes the society become more and more complex, dynamic and diverse, and every single previous mode of delivery of public service has appeared to be institutional void.To meet the needs of modern society for the supply of public service can be achieved by the hybrid and interaction between the three original supply modes —hierarchy, market and network ——of public service and forming synergetic supply modes so as to play an overall synergistic effect of their 1 +1 +1 ≥ 3.
