The Right to Information:Implementation and Issues-A Case Study of Gujarat State(India)
Governance — a generic concept is the key to development strategy and process.Governance in its broadest sense is the exercise of the legitimate authority by the State to manage the public affairs through institutionalization of the practices and processes.The institutionalization is not limited to practices and processes but also involves institutionalization of participation of people in the governance process.This calls for enabling and empowering the people by which they can involve themselves in decision making process.The involvement and participation envisage free and open access to information to citizens.If this condition is satisfied, then a democratic process of participatory decision making can help ensure objectives of Good Govemance.The demand for more democratization has resulted in paradigm shift from secrecy to transparency in the LPG era, bringing in reforms that enable and empower citizens through such legal prescription that provide certain rights to seek information from the government.India is not an exception to this global phenomenon.In 2005 the Government of India enacted an Act that empowered the citizens to seek information from public authorities and make government more accountable and responsive.Since 2005 all the state governments have framed rules for implementation of RTI Act.Gujarat is one of the states where the RTI Act, 2005 has been implemented.Large numbers of applications are being filed before the competent authorities; which prove that awareness level amongst the citizens is increasing.This paper examines how far the Right to Information has helped in bringing about structural and functional reorganization, extent to which the information sought by the citizens is provided and the impediments citizens face when seeking information.
