Research on the Functional Innovation of the Administrative Committee of High and New Technology Industrial Development Zone

　　During the past few decades, the development of high and new technology industrial development zone (HNTIDZ) has drawn wide attention from different countries.HNTIDZ is an area where high and new technology industries clustered; its also the source of technological innovation.In recent years, HNTIDZs in different areas of the country have experienced considerable development, but HNTIDZ in China still in needs of innovation abilities and effective innovation network compared to those in developed countries.Due to the fact that HNTIDZs in China are the result of government plans and the mechanism characters of HNTIDs largely determine their development patterns, the sustainable development of HNTIDs requires appropriate administrative mechanism and institutional structure.In China, direct administrative agencies of most HNTIDZs are HNTIDZ administration committee whose main administrative innovation should break the bottleneck of HNTIDZ development.So the function of HNTIDZ administration committee should focus on supervision and service provision, while devote itself to establish a motivation system and improve trust ability in order to create an effective administrative mechanism and innovation environment.
