The Governmental Responsibilities for the Freedom of Association
In modern democratic society, the freedom of association is one of basic human fights, one of the resources to meet peoples demands and the bridge by which the citizens can communicate with the state.The freedom of association includes positive freedom and negative freedom.The positive freedom is as following: The freedom of founding association, the freedom of activities of associations and their members and the fight of claiming relief.The negative freedom is freedom of no association.To insure the freedom of association, the government may take active responsibilities and inactive responsibilities.In the system of active responsibilities, the government should provide law guarantee, complete institutional supply, provide administration and services, and supervise and control associations.At the same time, the government need tolerate associations and provide loose and favorable development environments.
