The Perspective on the Community Voluntary Organization Regulation

　　At present, Chinese Society is in the period of great social transition.This process is a challenge to the traditional public administration in China.Community construction is one of the ways of the government reforms.Meanwhile, community service is the theme of community construction.In community service, cultivating and developing of community volunteers is an effective way to promote community development.Community Voluntary Organization can smooth the intensity of the relation between the government and the society, and create the mild environment for the government reforms.How to cultivate and regulate Community Voluntary Organization? This paper believes there are many problems, but mainly in the following two aspects: First, to avoid a serious tendency of the administrative and the political party, second, establishing the institutionalization of volunteer organizations, and standardizing the organizations as soon as possible.
