Study on the Development,Protection and Distribution of Interest of Water Resources in the Western Regions of China

摘要：

　　Major rivers in China such as the Yangtze River and Yellow River originate from the western regions of China.Due to historical reasons, natural geographic and climate conditions, ecological environment is fragile and the development of water resources has badly lagged behind the requirements of social and economic development.The study analyzes the natural geographic conditions, climate conditions, quantity and distribution of water resources in the western regions, and points out the development endowment of water resources is poor.Then the study deep dives into the problems existing in the development of water resources from the view of interest distribution, which deepen the contradiction of economic interests, social interests and environmental interests.At last, the study offers some suggestions to realize the sustainable utilization of water resources.It is essential to improve the legal system of water conservation, and perfect management system which is the combination of valley management with district management, clear water rights, and establish the system of transferable water rights.
