Formulation of Public Policy against Limited Resources--Taking the Policy of Redisposing,Coordinating and Paid Utilizing of Coal Resources in Shanxi Province,China as an Example

　　The sustainable development of resource-based region has been a concerned theme worldwide.How to intervene and guide it in the Public Management and Policy level is an actual issue for the Governments.According to the current situation of Shanxi Province, China, the Government of Shanxi have made a major decision—Redisposing, Coordinating and Paid Utilizing of Coal Resources, Coal Mining Enterprises Mergers and Acquisitions at the end of 2008.The implementation of this policy not only has improved the level of sustainable development of Shanxi significantly, but also sharply enhanced the coal resource recovery rate and environmental protection performance.Since the implementation of this policy, many governments, like Xinjiang, Hebei, Henan, Yurman, Shaanxi, Jilin, have let their representatives get an exploratory visit in Shanxi Province.Practice shows that when the governments make decision about public policies, they should consider the balance between the present and the future.The specific implementation of a public policy is necessary to meet the practical interests of the residents, and also should clearly guide and help the future sustainable development of society.
