Analysis of Science and Technology Resource as Public Goods

　　This article examines the three key properties of science and technology resource as a kind of knowledge and also a typical item of public goods and some socially effective mechanisms to maximize the value of these resources.In particular, we emphasize governments role in the sharing system of S&T resources.
