Practical Significance of Optimizing Legal Environment

　　Rule of law is a basic approach of administration.Hu Jintaos report at the 18th NCCPC brought forward that speed up the construction of socialist rule of law nation, emphasize on rule of law in state governance and social administration In order to achieve the goal, we should foster socialist rule of law spirit, adopt concept of socialist law-based governance, and encourage the whole society to study, respect, observe, and apply law.Only we optimize legal environment and establish people-orient, harmony principle, we can improve laborers legal quality and comprehensive quality; we can achieve the aim of socialist modernization and great rejuvenation of the Chinese nation.If administrating the country in accordance with law is the institutional dynamic to achieve well-off society, then optimizing legal environment is the vital guarantee to improve our soft power.
