Quantitative Study on Beneficial Coefficients of Water Resources Optimal Distribution Model
It is difficult to quantify some beneficial coefficients in the water resources optimal distribution model. However, this research is a combination of qualitative and quantitative analysis.A judgment matrix is constructed by adopting the scales of index at the first step. Then the relative importance of various factors are determined by making a comparison between factors two by two, and the total order of the relative importance of the factors is established by consolidating human judgment. Finally, experiential judgment of policy decider is quantified, and beneficial coefficients are calculated and determined by the normalization. In this paper, through optimizing distribution analysis of water resources in the Dongshan mining district of the Taiyuan city, the optimal result is following. From the Guanmengqian well field, 15 000 m3/d of water is sent to the railway bureau and 5 000 m3/d to the Taiyuan city. From the Zaogou well field, 75 000 m3/d of water is sent to the Taiyuan city. From mine water inrush, 5 000 m3/d of water is sent to the power plant, and 1 000 m3/d to the coal mine district. From mine drainage, 4 000 m3/d of water is sent to the mine district.
