Representation without Taxation:Political Changes in Chinese Authoritarian Regimes
It still remains largely unsolved that some authoritarian regimes choose to incorporate institutions of democracy such as village election into its governing.Besides, the determinants why there is variation in launching local democracy in a certain authoritarian regime across time are still unconclnded.As a typical case of resilient authoritarian state which implements democracy in its villages, China provides an invaluable case for researchers to study.The current theories focus on the influence of political elites and rural forces separately.Insightful as they are, they are invalid in explaining the variation of local governance in China across time and thus beeome incomplete.It should be recognized that central fiscal strategies have great effects on local governance.Specifically, if the central government largely relies upon rural taxation, it has to expand its bureaucracy to the countryside to extract revenue.If on the other way, the central government will establish local democracy in the countryside.This hypothesis is historically reflected in the authoritarian regimes led by Nationalist Party (KMT) and Chinese Communist Party (CCP) in China.Opposed to the familiar story about representation through taxation, the logic of representation without taxation seems to be the truth in the case of China.
