Dao as the Way of Collective Action and Adaptive Governance:Logics of Rural Credit Policy Innovations in the New Policies Period (1068-1071)

  How do policy makers beliefs influence their perception of actual problems, and how do their perceptions determine the policies they choose in resolving those identified problems? These issues have been seriously discussed by scholars of both comparative political economy and intellectual history, although both fields of research have little knowledge of each others ontologies, theories and methodologies.Taking the Chinese reform on the rural credit policy in 1069 as an example, this paper discusses how policy makers paradigms towards political order, human nature, moral principles and history shaped the way in which they perceived social, political and economic problems, and how these perceptions directed their thinking of concrete economic policies.My paper will hopefully raise the discussion on the methodological issues regarding how to combine the approaches of intellectual history with the policy research which involves the hrger issue of mediating the intellectual conflicts between the scientific and historical ways of explaining the phenomenon in the field of political economy.
