Eco-compensation for hydropower development in Lhasa River
As an effective environmental management method, eco-compensation is vital to the sustainability of hydropower development in Tibet, with respect to its significant demands of both water resource exploitation and river ecosystem protection. In this paper, a framework of eco-compensation for hydropower was proposed, and the eco-compensation accounting system was established based on river eco-service alteration. In the case study of Pondo hydropower station in Lhasa River in China, the variations of affected river ecosystem services by hydropower were studied separately using ecosystem services valuation methods. The results showed that the total eco-compensation amount could be 1.11 billion (109) Yuan RMB in hydropower construction stage and reservoir operation stage. Affected residents, flood reservoir, aquatic water were the three eco-compensation objects, whose eco-compensation shares were about 0.65 million (106) Yuan RMB/yr, 0.84 million (106) Yuan RMB/yr and 0.46 million (106) Yuan RMB/yr respectively.
