Urban water management and policies in China based on water security

  Urban water supply pressure is increasing and the loss of water resource is increasingly serious, causing adverse impact on the urban water security. It is high priority to reconsider the definition of water security. Based on water security, we try to analyze the reasons of urban water losses and tried to provide efficient urban water management. We outlined a water security assessment system from aspects of human health, national security and ecosystem health to sustain water resources in the long run. This paper also provided an overview of urban water related policies and practices in China and we took Dalian city as a case study to illustrate the merits and shortages of the water management through water security perspective. As a strategy it is suggested that: (a) managers need take actions on control water pollution; (b) engineers need careful and deep studies to improve technologies in water management; (c) water consumers should understand their responsibilities; (d) industry should replace the backward technologies to save water resources; (e) assess water security from human health, national/regional security, ecosystem health.
