Characteristics of the water resources development and utilization demands of the countries of the Mekong River Basin
The diversity of international river water resources in development of the main causes the complexity of the development aspirations. For different countries in the basin, still there are the demands of the dominant development which built on the top of the national strategic interests, and to seize the key contradictions, the understanding of the demands of the dominant development is the foundation to build a basin cooperation strategy and framework for cooperation. This paper tries to discuss the regulation and characteristics of demanding for countries in water resources development, and form framework for analysis of national water resources development appeal, with combining the regional governance theory and stakeholder theory, as well as review of previous literature. This study suggests the reasons that multi-goal difference between the differences in the environment of the riparian states, interest groups, development capacity constraints of a single country, the support of international organizations, national social and cultural differences and other, which have a profound influence on the development of the water resources of the Mekong basin countries the use of hair aspirations; summarized the similarities and differences and the impact of factors which helps to predict and analyze the trends in the countries of the Mekong River Basin water resources development aspirations.
