Evaluation system of large- and middle-scale water conservancy management in China
An evaluation system of large and middle-scale water conservancy management in China is created and studied in this paper. Firstly, the evaluation index system including 8 first-grade and 25 second-grade indexes is created based on a full investigation of a sample project, followed by a qualitative and quantitative analysis about the principles of systematization, coordination, representativeness, comparability and maneuverability. The second part is sacrificed by the improved GA-BP Neural Network evaluation algorithm, which optimizes the initial weights and threshold of the improved BP neural network by applying the genetic algorithm (GA), preventing BP neural network from achieving the local minimum and unstable training results.
