Optimal ecological operation of the cascade reservoirs in International River based on the theory of Water right

  Cascade reservoirs for hydropower generation are increasingly constructed in International Rivers to be alternation of generating power from fossil fuels. It is important to determine the operation of cascade reservoirs to coordinate the interests of different departments. However, ecological demand is still not considered in most operation system of regulated rivers. Meanwhile, the fairness of water allocation among riparian countries in International River is often ignored in operation. The main objective of the paper is to build a model to satisfy the needs of fairness of water allocation and environmental protection in International River. Based on the theory of water right, water resources allocation among riparian countries in international river basins is fairly determined. According to the inflow of each segment in river, the environmental flow is calculated to meet the ecological water demand. Under the objective function of maximum annual generation capacity of hydropower, this research explores to build a sustainable model and applies it to Lancang-Jiang cascade reservoirs. The result indicates that the Lancang-Jiang cascade hydropower stations in the principle of balancing the fairness of water allocation and environment protection in International River can still be well operated.
