Water desalination in Libya:State of the Art, Challenges and Opportunities

The available water resources in Libya can provide about 4000 million m3/year which are: 96.5% ground water just 16.3 % are renewable sources,1.6% rain water,1.3% desalinated water and 0.6% is reused water1.Currently,the available water resources can just provide Libya with 1 698 million m3/year2.The annual Libyan water demand is about 5000 million m3 in 2010 which is forecasted to become about 9000 in 2025 3.The previous facts insure that sea water is the unlimited source can Libya relay on to cover her water demand in the future.Libya started using seawater desalination in the early of 1960s with thermal seawater desalination plants4.Today,about 200 000 m3/d is produced by sea water desalination plants bigger than 100 m3/d throughout the country4.For brackish water desalination, there are few plants that have a capacity larger than 1000 m3/d and the rest are smaller. It has been reported that Libya is going to spend about 3 billion USD in the coming 4 years to install new sea water desalination plants which is making Libya ranks five on the top ten desalination markets in the same period 5.This paper appoints the current state of water desalination in Libya, moreover, analyzing current internal strengths and weaknesses with future external challenges and opportunities related to the desalination sector using SWOT analysis methodology. This analysis identified that Research and Development (R&D) in the field of desalination is vital for Libya and should be concerned like the demand and supply management plans. This SWOT analysis is the first step for creating local R&D general strategy in desalination, after that, roadmap, and finally, implementation plans.
