Technological Change, Organizational Reform and Employment Fluctuation:Evidences from Enterprise Survey in Transitional China
Employment difficulties and unemployment pressure are challenging Chinese transitional economy, even though it keeps a high growth rate for over 30 years.Is the rising amount of unemployment related to the rapid technology upgrading occurring during the development process, or is attributed to enterprise restructuring and organizational innovation since its marketization? Using a reformed firm survey in Nanjing coving data from 1994 to 2001, this paper studies the impact of technological change on employment fluctuation during the transitional period in China, controlling for organizational innovation.Although firms having technological expenditure employ more workers, applying more appropriate technology indicators shows that technological change often gives rise to employment reduction.This conclusion does not change even when we control for fixed effect, endogeneity and dynamic problems.The employment impact differs considerably if selection bias of technology choice is considered.Moreover, we examine the interaction effect of technological change and organizational reform.When technology combines with state-owned or collective enterprises, trade union or employee participation in decision-making, the interaction employment effect is positive, suggesting institutional factors role in alleviating negative employment shock of technological change.
