Strategic Thinking on the Combination of the Disaster Risk Prevention with Poverty Reduction in Poor Villages in Special Areas --A Case Study of Plateaus Areas Such As Yushu, Qinghai Province
The poor areas of special type should be attached great importance to in terms of disaster risk prevention.The strategic approaches applied to prompt the integration of disaster risk prevention and poverty reduction in the special areas are the following: reduce the scope and degree of disasters through disaster prevention and reduction; expand the effect and content of disaster relief through poverty alleviation and development; improve the combination of poverty alleviation and development and disaster prevention and reduction through the overall risk management of pre-disaster defense, inner disaster emergency response and post-disaster reconstruction; strengthen the combination of disaster risk prevention and poverty reduction measures from the source through unified planning; improve relavant of the disaster prevention and reduction departments integration efforts through the innovation of organizational mechanism;promote the environmental protection and poverty reduction and development through the ecological financial measures in such areas; strengthen the constructional of productional facilities and technological service facilities through developing characteristic industries in such areas; elaborate the advantages of culture and customs in areas of special type through developing ethnic tourism.
