Strengthen Capacity of Poverty Reduction by Village Public Products Supply --Taking Jiezhu Village, Xieluo Town of Yajiang County in Ganzi Tibetan Autonomous Prefecture of Sichuan Province as an Example
Through strengthening the village public products supply to enhance the villagers capability could achieve poverty reduction.Based on the theoretical context of equal access to basic public services and the concept of capability, and the case studies of Jiezhu village, this paper puts forward that to improve the capability of impoverished population in concentrated special type poverty-stricken areas is the fundamental goal of poverty reduction.To realize this goal must depend on the all-round breakthrough of the capability from survival to production and then to development.This paper focuses on improving capability, and pays more attention to supply intangible village public products such as communicational ability and practical technical training, etc.The poverty relief in concentrated special type poverty stricken areas lays more stress on the responsibility of government, and even on the responsibility of the central government.The idea and practice of poverty reduction should be embedded in the national traditional culture and value concept to realize the endogenous develooment.
