　　Poverty and vulnerability to natural hazards are closely linked and mutually reinforced.Marking off intensive risk and extensive risk would improve understanding of linkage of disaster and poverty.Social protection should be integrated with disaster risk management.In the practice of poverty reduction and development, disaster risk reduction should be routinized and mainstreamed.
