A Study on the Influence of Natural Disaster on Clustering Contiguous Special Poverty-stricken Communities--Taking the Wuling Mountainous Area as an Example
The natural disaster can have an impact on poverty.Disaster-risk,vulnerability,feasible ability and poverty have the intense mutual construction in clustering contiguous special poverty-stricken communities.The analytic frame which generated from the four core essential factors can well explain the influence of natural disaster on poverty.From the perspective of vulnerability and history, feasible ability and reality, poverty and future, we can see that compared with the common communities, the risk caused by natural disaster has a bigger influence on difficult communities.Through the analysis of the Wuling mountainous area, we can discover that the natural disaster happens in high frequency and large numbers in clustering contiguous special poverty-stricken communities; the damage of natural disaster is wide and deep; natural disaster and poverty have coincident property and consistency; there are relative alternating property and cyclicity between natural disasters, vulnerability, feasible ability, poverty and so on.Strengthening the management of disaster risk in concentrated and contiguous special poverty-stricken communities can be significant and imperative.
