Paradigm Shift of Disaster Risk Management:Looking upon Disaster Mitigation from the Perspective of Poverty Reduction
Since the end of 20th century, there has been a distinct paradigm shift in the field of disaster risk management research.Early disasters are considered as the result of purely natural forces, so the responsibility of national disaster relief is more emphasized in the field of disaster risk management.With the development of science and technology, scientific paradigms have occupied the absolute dominant position in the field of disaster risk management.While the recent researches discover there is a high degree of correlation between disaster risk and the vulnerability of poverty population and poor communities.Thus, reducing the vulnerability of poverty population and poor communities becomes one of the important ways of disaster risk management.In this essay, disaster reduction programmes are proposed, which are aimed at poor communities and combined disaster risk management with sustainable development capacity construction of poor communities together.Considering this theory paradigm shift, there is no doubt that it will shed important enlightenment on the poverty alleviation work of concentrated special poverty-stricken areas in this new period.
