Development of risk-based management strategies at a Brownfield site

  A 40-year old petroleum tank farm site was closed in 2005.The Triad approach was performed to streamline the Environmental Site Assessment (ESA) and potential Risk-Based Corrective Actions (RBCA) at this facility.Contaminated site conceptual models (SCM) were established by in situ real-time Membrane Interface Probe (MIP) detection system,direct-push sampling,chemical laboratory analysis,and hydrogeological testing.A noticeable contaminated area of 1,200 m2 were found with maximum soil Total Petroleum Hydrocarbon (TPH) concentration of 90,000 mg/kg and groundwater naphthalene concentration of 3,500 mg/L.Soil samples were collected from selected locations with depths of 10 m below ground surface,and were screened by MIP and off-site Gas Chromatograph (GC).Results of tiered Health Risk Assessment (HRA) show that the contaminants in soil and groundwater at this site pose a remarkable risk to human health via inhalation carcinogenic risk was 3.08E-3 and chronic hazard quotient (HZ) was 1.1E+1,exceeding the acceptable target risk-based levels (cancer risk of 1E-6 and HZ of one).Thus,several engineering controls,redevelopment options,and remediation for the site were proposed in this study.Results provide the site owner a view of financial,legal,and environmental considerations in decision-making.
