Managing the SME Development:The Singapore Experience
Singapore has made significant stride in the past decade in promoting the growth of SMEs.The progress reflects both a change in the countrys overall economic growth strategy and the aggressive pursuit of specific policies to promote SMEs.The former created a conducive macroeconomic environment for SMEs to thrive in while the latter helped SMEs to leverage on the changed economic environment.Two key features of Singapores SME policy helped enhance its efficiency and effectiveness:Firstly,the reliance on a single government agency with full authority to coordinate all government assistance programs for the SMEs helped sharpen the focus of the policy; secondly,the conscious attempt to limit government intervention at the macro-level while pursuing market-based solutions as much as possible help reduce wastage of public resources.The comparison with the SME development strategies in Malaysia and Thailand helps highlight the attractiveness of the Singapore approach and provides useful lessons for other East Asian countries anxious to broader their economic growth base through the development of a vibrant SME sector.
